Abstract
Pengelolaan persediaan obat merupakan aspek penting dalam menjamin ketersediaan obat sekaligus meningkatkan efisiensi penggunaan anggaran di rumah sakit, khususnya pada pelayanan pasien BPJS. Pengendalian persediaan yang kurang optimal dapat menyebabkan terjadinya kekosongan stok maupun penumpukan obat yang berpotensi meningkatkan biaya penyimpanan dan risiko kedaluwarsa. Penelitian ini bertujuan untuk menganalisis pengendalian persediaan obat BPJS di salah satu Rumah Sakit di Bandung menggunakan metode Analisis ABC-VEN, Economic Order Quantity, dan Reorder Point. Penelitian ini merupakan penelitian deskriptif dengan pendekatan retrospektif menggunakan data sekunder berupa data pemakaian obat BPJS periode Januari–Desember 2025 terhadap 238 jenis obat. Hasil analisis ABC menunjukkan bahwa kelompok A terdiri dari 40 jenis obat (17%) dengan nilai pemakaian sebesar Rp4.768.874.337 (70%), kelompok B sebanyak 53 jenis obat (22%) dengan nilai pemakaian Rp1.394.228.204 (20%), dan kelompok C sebanyak 145 jenis obat (61%) dengan nilai pemakaian Rp657.553.669 (10%). Hasil kombinasi ABC-VEN menunjukkan terdapat 2 obat kategori VA, 38 kategori EA, 3 kategori EB, 8 kategori VC, 135 kategori EC, 50 kategori NB, dan 2 kategori NC. Perhitungan EOQ menghasilkan jumlah pemesanan optimal yang berbeda pada setiap jenis obat sesuai karakteristik harga dan tingkat pemakaian, sedangkan metode ROP menghasilkan titik pemesanan ulang dan persediaan pengaman yang berbeda pada setiap jenis obat. Berdasarkan hasil penelitian dapat disimpulkan bahwa penerapan metode ABC-VEN, EOQ, dan ROP mampu menjadi dasar dalam menentukan prioritas pengendalian persediaan, jumlah pemesanan, dan waktu pemesanan kembali sehingga pengelolaan obat BPJS menjadi lebih efektif, efisien, serta mendukung terjaminnya ketersediaan obat dalam pelayanan kefarmasian di rumah sakit. ----- Drug inventory management is an essential aspect of ensuring drug availability while improving budget efficiency in hospitals, particularly for the National Health Insurance (BPJS) service. Ineffective inventory control may lead to stock shortages or overstocking, resulting in increased storage costs and the risk of drug expiration. This study aimed to analyze BPJS drug inventory control at a hospital in Bandung using the ABC-VEN Analysis, Economic Order Quantity, and Reorder Point methods. This descriptive study employed a retrospective approach using secondary data from BPJS drug utilization records from January to December 2025, covering 238 drug items. The ABC analysis revealed that Group A consisted of 40 drug items (17%) accounting for IDR 4,768,874,337 (70%) of the total drug consumption value, Group B consisted of 53 drug items (22%) with a consumption value of IDR 1,394,228,204 (20%), and Group C consisted of 145 drug items (61%) with a consumption value of IDR 657,553,669 (10%). The ABC-VEN matrix identified 2 VA, 38 EA, 3 EB, 8 VC, 135 EC, 50 NB, and 2 NC drug items. The EOQ analysis determined different optimal order quantities for each drug according to its unit cost and consumption pattern, while the ROP analysis established different reorder points and safety stock levels for each drug item. In conclusion, the implementation of the ABC-VEN, EOQ, and ROP methods provides a rational basis for determining inventory control priorities, optimal order quantities, and reorder timing, thereby improving the efficiency of BPJS drug inventory management while ensuring the continuous availability of medicines to support pharmaceutical services in hospitals.
