Abstract

Proses notifikasi kosmetik di Indonesia melibatkan berbagai tahapan untuk memastikan bahwa produk memenuhi standar kualitas dan keamanan yang ditetapkan oleh BPOM. Tingginya konsumsi kopi menghasilkan limbah yang signifikan, termasuk limbah kulit ari kopi robusta yang memiliki potensi sebagai bahan aktif kosmetik. Penelitian ini bertujuan untuk mengkaji proses pengajuan dan pemenuhan syarat notifikasi produk kosmetik krim tabir surya dari ekstrak limbah kopi robusta. Penelitian ini menggunakan metode deskriptif kualitatif sebagai bagian dari kajian proses pengajuan dan pemenuhan syarat notifikasi kosmetik dengan cara observasi dan dokumentasi pendekatan undang-undang. Hasil penelitian menunjukkan bahwa perubahan sediaan dari tabir surya menjadi pelembab telah memenuhi semua syarat kualitas dan keamanan yang ditetapkan oleh BPOM. Kesimpulan dari penelitian ini adalah bahwa alur notifikasi untuk mendapatkan nomor izin edar melibatkan tahapan pendaftaran Hak Kekayaan Intelektual (HAKI), pengajuan notifikasi melalui platform OSS dan website BPOM, pengisian data produk, verifikasi data, pembayaran biaya notifikasi, kemudian melakukan pemenuhan persyaratan yang ditetapkan oleh BPOM. Sediaan kosmetik krim pelembab dari ekstrak limbah kulit ari kopi robusta telah memenuhi semua persyaratan yang ditetapkan oleh BPOM. ------ The cosmetic notification process in Indonesia involves various stages to ensure that products meet the quality and safety standards set by BPOM. The high consumption of coffee generates significant waste, including robusta coffee silverskin, which has the potential to be used as an active ingredient in cosmetics. This study aims to examine the process of submission and fulfillment of notification requirements for a sunscreen cream product made from robusta coffee silverskin extract. This research employs a qualitative descriptive method, focusing on the process of submission and fulfillment of cosmetic notification requirements through observation and legal documentation approaches. The results show that the reformulation of the sunscreen into a moisturizer has met all the quality and safety requirements set by BPOM. The conclusion of this study is that the notification process to obtain a distribution permit involves stages such as HAKI registration, notification submission via the OSS platform and BPOM website, product data entry, data verification, payment of notification fees, and fulfillment of BPOM's requirements. The moisturizing cream made from robusta coffee silverskin extract has successfully met all the requirements set by BPOM.
